National Solidarity Fund

INTRODUCTION

The National Solidarity Fund has been set up as a body corporate under the National Solidarity Fund Act 1991 (amended in 2005 and 2011). It is also listed as a Special Fund under the Finance and Audit Act 1982 (amended in 2011) and as a Statutory Body under the Statutory Bodies (Accounts and Audit) Act 1972.

The main objective of the Fund is:

(a)       to provide financial assistance to citizens of Mauritius residing in Mauritius, who may require surgical operations which can only be performed abroad or in medical institutions in Mauritius approved by the Ministry of Health;

(b)   to  provide, with the approval of the Minister, financial assistance directly to individuals who have undergone severe personal hardship.

Vision

The vision of the Fund is to promote a society based on National Solidarity.

 

Mission

To find better ways of assisting beneficiaries and contribute to alleviate their immediate hardship in partnership with other stakeholders.

· Letter from M/Health specifying assistance received from the Ministry through the Overseas Treatment

Air TicketsFull refund of cost of air ticket for both patient and accompanying person provided that the MOH certify that the patient need an accompanying person

Local treatment

(Emergency Cases)

·      Letter of application

·      Original Medical certificate certifying nature of medical treatment

·      Receipt of expenses incurred

Cancer and Other Severe Medical Cases (Cancer, Renal diseases and Lupus etc)

(a)   Patients suffering from cancer and other severe medical disease

Ø  Copy of ID

Ø  Medical Certificate certified by treating Specialist doctor

Ø  Proof of address

Ø Copy of marriage certificate, where applicable such as proof of address is in partner's name

Ø  ID Number and address to be verified through contribution system, M/SS

Ø  copy of birth certificate (in cases of unemployed persons not registered in the contribution system)

Ø  Payment will be issued in patient's name.

 

The Board reserves the rights to request for SER if need be.

                      

(b)   Patients passed away during process of applications or applications made after patients passed away

Ø  Copy of Id of the surviving legitimate spouse is to be submitted.  In the absence of surviving legitimate spouse, the copy of ID of surviving children or direct heirs (mother, father, brother or sister) is to be submitted. 

Ø  Social Enquiry Report

Ø  Medical Certificate certified by treating Specialist doctor

Ø  Copy of death certificate

Ø  Copy of marriage certificate where applicable (spouse)

Ø Copy of affidavit where applicable (surviving legitimate spouse/surviving children/direct heirs or other relatives)

Ø  Payment may be issued to the person who has looked after the deceased and incurred expenses upon production of evidences to the satisfaction of the Board (on a case to case basis)

Social Enquiry Report should include details of the person who has taken care of the deceased

Drugs / Medication

(Expensive drugs not available in Govt Hospital)

Oxygen Therapy

·    Letter of application

·    Copy of id

·  Medical certificate from Ministry of Health, certifying domiciliary oxygen needed. 

·    Receipts of oxygen cylinders/apparatus purchased

Wheelchair (adapted/electric or motorised wheelchair)

·   Letter of application

·   Copy of id

·   Original Medical certificate certifying need of the assistive device and fit to use a motorized/electric wheelchair

·   3 Quotations

Fowler Bed

·   Letter of application

COMPOSITION OF THE NATIONAL SOLIDARITY FUND BOARD    

  The Board consists of:

              (a)  a Chairperson (appointed by the Minister)

             (b)  Ministry of Social Security, National Solidarity, and Environment and Sustainable Development or his                               representative

              (c)  The Secretary for Home Affairs or his representative

              (d) The Financial Secretary or his representative

              (e) The Permanent Secretary of Ministry of Health and Quality of life or his representative

              (f)  a representative of Mauritius Tax payers' Association

              (g)  a representative of Mauritius Employers' Federation

              (h)  a representative of Employees' Trade Unions appointed by the Minister); and

              (i)  a representative of Mauritius Council of Social Services
