Registration and Processing of Applications under the SRM Ministry of Social Security (MSS)
- Application for Subsistence Allowance under the SRM are registered at the Regional Social Security Offices.
- Site visits are conducted by Higher Social Security officers to verify information given by applicants.
- A Proxy Means Test (PMT) is run at the SRM Unit of the Ministry to ascertain the standard of living of the household. The PMT is a tool that uses many variables to calculate accurately the living standard of a household. The variables (gender and age of Head of household, number and age of all members in household, type of building occupied, number of rooms, access to water, electricity and others) have different coefficients.
- The living standard generated by the PMT is compared with the household threshold and the Total Verified Declared Income to assess eligibility or non-eligibility to the monthly Subsistence Allowance.
- The Social Integration Division issues notices to the applicants to inform them of the outcome of their applications.
- Those who are not satisfied have the right to lodge an appeal and when appeals are turned down they still can re-apply after a lapse of six months from the date of registration of the previous application.
Note: The household threshold is a per capita income threshold based on household size and it is capped at Rs 14,650 (see table below).

Note: A member is considered as adult at age 16.
- The Social Integration Division (SID) processes for the award of Subsistence Allowance. Award of eligibility is issued by SID to the applicants to notify them of the outcome of their application.
Those not satisfied with the outcome of their applications are advised by MSS to lodge an appeal at the SID.
- Where an ineligible applicant’s appeal is allowed by the SID, the case is referred to the Social security Division (SSD) for reassessment. New visits are effected to confirm any change in the household circumstances and the PMT is run again to ascertain the eligibility or non-eligibility of the household. The SID is accordingly informed.
- Where ineligible applicants’ appeal is turned down by SID or the applicant does not lodge an appeal, the applicant may re-apply.
