Social Welfare Division

            

The Social Welfare Division is responsible for the management of 57 Social Welfare Centres (SWCs) and 20 Elderly Day Care Centres (EDCCs).  SWCs cater for the whole community - children, youth, women, men, senior citizens, persons with disabilities – while EDCCs focus on the empowerment and welfare of senior citizens.

 

The Division is headed by the Social Welfare Commissioner who develops general guidelines for the efficient and effective management of the SWCs and EDCCs.  The Commissioner ensures that the activities, programmes, courses and services are in tune with the Government policy.  The organigram of the Division is as follows:

The Division has also under its responsibility a pool of MQA-registered teachers who conduct dressmaking and craft courses in more than 60 centres across the country for unemployed women, housewives and school leavers.  The teachers are also a responsible for the organization of national sales exhibition, regional and monthly “Foire Artisanales” in around 40 centres so as to involve trainees/women/senior citizens in income-generating activities.  They are also responsible for the operation of 3 Regional Embroidery Training Centres and Sales Boutiques at Grand Bay, Surinam and Wooton. 

 

SOCIAL WELFARE CENTRES

 

The 57 SWCs have been set up under the Social Welfare Centres’ Act 1961.  Their objectives are:

“To further health, advance education, provide facilities for mental and physical training and generally for recreation and for social, moral and intellectual development.”

SWCs are at the service of the community for more than 50 years.  They were set up to address social problems like illiteracy, alcoholism, malnutrition and lack of sanitation.  SWCs now have to deal with a new set of social problems like substance abuse, domestic violence, suicide and crime.

 

Each Social Welfare Centre is managed by a Committee comprising 18 members representing different interests in the community.  The committee works in close collaboration with Officers of the Division.  It implements social programmes, activities and projects based on the needs of the people.

Broadly speaking, SWCs have the following intervention pillars.

Ø  Sensitization Programmes on various social and health issues

(substance abuse, consumer’s protection right, values, suicide prevention, road/home safety, healthy life style etc)

Ø  Vocational Skills (training in about 22 dressmaking courses for 2635 trainees in 2015/2016, computer literacy programmes)

Ø  Capacity Building Programmes (for Officers/staff at centres, committee members and social workers)

Ø  Income-Generating Activities (Regional and National Sales Exhibition, Foire Artisanales at Social Welfare Centres, Sales of products at Grand Bay, Surinam and Wooton Boutique.

Ø  Recreational/ Leisure/Sport cultural/creativity activities for children during school holidays and intergenerational activities.

Ø  Community Services (hire of tarpaulins, chairs, tubular frames, hall, children’s playground etc).

Ø  Celebration of National and International Days

 

Infrastructural facilities at SWCs include Children's Playground, Children's Traffic Playground, Pétanque Court, Volleyball Pitch, Football Ground, Gym Club, Mini-Soccer Ground, Indoor, Outdoor Educational and Physical Fitness Equipment.

SWCs also serve as an excellent platform

(a)   For Government outreach programmes like registration of electors, examination of weighing and measuring scales, free Wifi facilities etc.

 

(b)   For NGOs like Health and Nutrition club, Community Support Group, Grandparents Action Group, Children Club, Scouts Association, Computer Club, Youth Club, Women Association, Senior Citizens Association, Disabled Group.

 

ELDERLY DAY CARE CENTRES

 

With the phenomenon of the ageing population hitting the shores of Mauritius, 20 EDCCs have been set up to cater for the social development needs of the senior citizens.

Yoga, walk for health, meditation, health club, foot care, screening

 

Ø  Hobby Courses/Programmes

 Crocheting, music and dance, cookery, painting

 

Ø  Cultural/Recreational Activities

Film show, outing

 

Ø  Healthy Ageing

IT courses, adult literacy, story-telling, inter-generational activities, light physical exercise

 

Ø  Philanthropic Activities

Visit to bedridden and infirmaries
